AAP to keep watch on its schemes
AAP government essentially wanted to create the new wing to keep a tab on city bureaucrat
NEW DELHI: After its controversial proposal to procure high-end equipment for surveillance, the AAP government is now in the process of setting up a new monitoring and evaluation wing to monitor and periodically evaluate the impact of its programmes and policies in Delhi.
A highly-placed source said that the AAP government essentially wanted to create the new wing to keep a tab on city bureaucrats, who are caught in the crossfire between the AAP government and Lieutenant-Governor Najeeb Jung over rules and regulations which govern the GNCT of Delhi.
The city administration’s home department has suggested setting up of 25 monitoring and evaluation units, each consisting of a team leader, one office assistant and five field staff. The department has proposed that these teams will be supervised by five directors. It has suggested that a project director should be the head of the whole project.
A copy of the proposal, accessed by the Deccan Chronicle, said that the financial implications of these monitoring and evaluation units was projected to be Rs 20 crore, including Rs 7 crore for salaries. The need for setting up a separate unit has arisen as the department staff are too busy to monitor the impact of various schemes.
