Disabled TNPSC candidate seeks extra time for exam
Chennai: A differently abled person has approached the Madras HC to direct the Tamil Nadu public service commission to grant him extra time of 50 per cent, not exceeding one hour, at the time of writing the TNP SC Group-I examination from June 5 to 7, as mentioned in a 1993 G.O. Justice S. Vaidyanathan, before whom the petition filed by R. Ramesh came up for hearing, issued notice to the TNPSC and posted to June 2 further hearing of the case.
According to the petitioner, he is a physically handicapped person with 50 per cent disability. He has completed M.Sc. and belongs to the Scheduled Castes (Arundathiyar community). He had successfully cleared the Group-I preliminary examinations conducted by TNPSC for 2013. Subsequently, he applied for the main written examination for Group-I service. TNPSC announced the examination dates for the written test (main examination) from June 5 to June 7, 2015. The main written examination has six papers, each divided into 3 hours.
He is an orthopedically handicapped person and affected by left hemi-paresis. He cannot complete the written test within 3 hours as a normal person can, and will need some more time.By the G.O. dated September 29, 1993, the government decided, in principle, to give extra time of 50 per cent, not exceeding one hour, to physically handicapped persons at the time of writing any examination.
Therefore, on April 10, 2015, he sent a representation to TNPSC to take necessary action and grant him extra time of 50 per cent not exceeding one hour at the time of writing the Group-I examination. However, there was no response till date, he added. Hence, he filed the petition.
