Kin of heatwave victims find it tough to get ex gratia

Enquiry is on the process on about 130 cases in the district

Guntur: Though CM N. Chandrababu Naidu announced Rs 1 lakh compensation to to the heatwave death victims in the state, the victim’s families are facing difficulties in getting the compensation. There are more than two hundred deaths registered in Guntur district alone. In fact, the revenue department has registered 130 cases and enquiry on the progress is on, according to the revenue officials.
The superintendent officer concerned at the district collectorate informed that still they have not received detailed guidelines from the government to finalise action.
The guidelines last year were as follows: an FIR, post mortem report, ‘Apathbandhu Accident Insurance Scheme guidelines and age must be between 18 to 69 years.
As the victim’s families say there are multiple and complicated guidelines in providing compensation, they are denied the benefits. The authorities have made no attempt to guide the victims. The victims are also blaming police officials for not registering the FIR for the ‘Heatwave deaths’.
Take the case of Bhavirisetti Seetarava-mma, 96, who died due to sunstroke in Amaravati on June 25. Her son Bhavirisetti Bhadraiah said that no government officer explained how to get the compensation. He said that they completed the cremation process without consulting the officials, since no one thinks of money when a death has occurred.They should understand our plight before making rules, he added.
Ravi Laksheswaramma, 60, died on May 26 due to sunstroke in Amaravati. Her grandson Rai Bhaskar said that though they went to the local revenue office to inform the death they did not consider their request, stating that they did not receive any orders regarding compensation. “The Mandal Revenue Officer told us to file an FIR and based on it, obtain the post mortem report, and then submit relevant documents as proof.”
“Who would file a case and shift the body for post-mortem in this scorching summer heat? If anybody goes roamig around the government offices for obtaining the documents, then they also would die of sunstroke,” observed N. Srinadh, from an NGO based in Guntur.
