Publish mark list before holding interview, Madras high court tells TNPSC

Court has asked TNPSC transparency in recruitment process

Chennai: The Madras HC has said the Tamil Nadu public Service commission (TNPSC) should publish the marks of all candidates who appeared for the written examination in respect of all recruitments, before issuing notifications calling for candidates to appear for the interview. Justice D. Hariparanthaman disposed of the petitions from M. Vijay Keerthi and two other candidates which sought a direction to TNPSC to publish the marks obtained by them in the written examinations conducted by it to the post of assistant engineer (industries).

“It is surprising that the marks of the candidates who appeared for the written examination were not published. In my view, before issuing a notification calling candidates to appear for the interview, based on the marks obtained in the written examination, the TNPSC shall publish the marks of all the candidates. This will ensure transparency in the method of recruitment and candidates will not rush and knock at the doors of the court,” he said.

According to the petitioners, after the written examination, TNPSC published a notification on December 31, 2014 with registration numbers of 82 candidates calling them for the interview and even at this stage the marks of the candidates were not published. Of the 82 candidates called for the interview, 80 were selected and only at this stage were their marks published.

During the course of hearing, as per the directions of the court, TNPSC produced the marks obtained by the candidates shown in the September 16 and December 31 notifications. It was seen that the marks obtained by the petitioners were less than the marks obtained by candidates called for the interview. Following this, the judge asked TNPSC to publish the mark list after exam.
