Telangana seeks AP higher education body funds
TSCHE had the power to operate the bank accounts held by the APSCHE
Hyderabad: The Telangana State Council of Higher Education on Wednesday moved in to take control of the financial assets held by the AP State Council of Higher Education after the Hyderabad High Court ruled in its favour. This could put the AP Eamcet in jeopardy as the APSCHE will be left penniless.
However, TSCHE officials said they wouldn’t make any moves that would put AP students at risk. The AP Eamcet is scheduled to be held on Friday. The Hyderabad High Court had ruled that TSCHE had the power to operate the bank accounts held by the APSCHE.
The judgement has left the APSCHE in dire straits. TSCHE has also moved swiftly to transfer all the bank accounts to its name with deposits worth more than Rs 100 crore. The bank accounts are in the name of and operated by the Secretary, APSCHE, but the TSCHE has written to all banks to change that to Secretary, TSCHE.
“We have informed all the banks about the change and asked them to comply. The HC order has also been sent to all the banks,” said TSCHE chairman Prof. T. Papi Reddy. “We are unable to accept the contention of the learned AG for the state of AP that since Hyderabad is a common capital for AP, this Council [APSCHE] which was in existence prior to the Appointed Day, would continue to remain and would stand allocated to the state of AP as its property,” a division Bench comprising Chief Justice Kalyan Jyoti Sengupta and Justice Sanjay Kumar had ruled.
TSCHE officials now say that the APSCHE itself belongs to the TSCHE and TS government, and that the AP government will have to constitute a new council. APSCHE officials couldn’t be reached.
