Is this the way we respect father of the Constitution?

Garbage management still seems to be a major problem in this city
Bengaluru: Way back in 2013, a large section of people from Bangalore created a hue and cry against the removal of an Ambedkar Statue, for the construction of the metro near Vidhan a Soudha. However, the irony is that today there are many statues of the great leader in the city that are neglected and one such example is the statue located at Koramangala 80 feet Main Road. Garbage surrounds the area of the statue.
Garbage management still seems to be a major problem in this city. Raja K, a shopkeeper says, “These statues are built by spending huge amounts of money and amid a lot of fanfare but after that, there is no maintenance at all. By evening a lot of people and shopkeepers in the area throw garbage, either opposite the road of the statue or behind it.”
Voicing a similar opinion, Mohammad Atawar, a resident says, “The problem has aggravated because many eateries and meat shops have come up in the area. These shops do not have a systematic way of disposing their garbage and hence they are dumped on the road, thereby making the area look dirty and it becomes an eyesore.”
Sanjeev Gadekal, a resident says, “There are many commercial establishments and offices in this area. Despite their presence this scenario exists. I feel these offices can come together to solve the garbage issue on this road or depute some person to maintain the area around the statue. This sends a very bad message to the people that come to our city, considering the fact that we are the IT capital of India.”
Under the Karnataka Municipal Corporation Act 1976, Section 431, certain violations can be punished under the Compound of Offence Rule — using potable water for non-domestic purposes, wasting drinking water, pet dog messing, urinating in public places, littering, spitting and not dumping garbage in the bins.
The Act had listed out fines in two formats — one is the fine that the violator pays willingly and the other, levied by the court if the fine is contested. The fines vary from Rs 10 to Rs 100 as per the Schedule (paid on the spot) and Rs 100 to Rs 1,000 as compounding. However, there seem to be hardly any implementation of these rules.
