Telangana tries new tack with Andhra Pradesh on institutions

Telangana govt was collecting its indent of facilities required in the institutions located in AP

Hyderabad: Ten months after state bifurcation, the tussle between Andhra Pradesh and Telangana over state level institutions continues unabated.

TS in a strategic manner has offered facilities to the AP government in all the institutions located in TS. Officials in Telangana said that chief secretary Rajiv Sharma wrote to his AP counterpart I.Y.R. Krishna Rao assuring continuation of facilities in each state institution located in TS.

He said government of TS, in order to plan and arrange for facilities to be provided to the people of AP, requires the AP government to indicate its quarter wise demand for facilities in each of the institutions located in TS. He asked AP to communicate the demand for 2015-16.

He noted that number of such institutions are located in AP as well, and sought a formal reciprocal offer of facilities by the AP government to be provided by in such institutions to the people of Telangana. He said the Telangana government was collecting its indent of facilities required in the institutions located in AP.

He said the duration of terms and conditions for the provision of such facilities in the institutions can be discussed and resolved by mutual agreement, once the offers and indents for these facilities are received. In the AP State Reorganisation Act the Centre has listed 107 state level institutions which were in the nature of study circle, training institute, research centre, academy, agency, board, mission, society, libraries, universities and authorities. Of these, the Telangana government has claimed rights on 97 institutions.

The Telangana government is quoting Section 75 of the State Reorganisation Act claiming ownership of 97 institutions which were located in Telangana. But the argument of the AP government is that its Telangana counterpart is misquoting the Section which only deals with the provision of services and does not talk of sharing of assets and liabilities.

Section 75 comes under Part 7 which only talks of provisions regarding certain corporations, AP contends. The AP government argues the actual sharing of apportionment of assets and liabilities is under Part 6 and covered by Section 64 of the State Reorganisation Act.
