October 25 deadline set for Telangana, AP staff division process

Centre fixes time-bound limit for Kamalnathan committee

Hyderabad: With distribution of state-cadre employees between AP and Telangana getting complicated day by day, the Centre has fixed a deadline of October 25 for the Kamalnathan Committee to complete the division process. The Centre has also directed the Committee to submit quarterly reports on the progress made in the division process, starting this month.

This is the first time that the Centre has fixed ‘time-bound targets’ for the Kamalnathan Committee. This assumes significance in the backdrop of TS and AP government employees associations lodging complaints against each other over determining 'nativity' of employees.

The Committee has been asked to seek “options” from employees over choosing the state-cadre from April 30. Vacancy details should be obtained from all the HoDs by May 21. Temporary allocation of employees should be made by June 21. Objections, if any, from employees on temporary allocations, should be received till August 10. Based on these objections, the final allocation list should be released by August 30.

The committee should submit the final list of posts to be allocated to TS and AP and the list of employees to the Centre by September 30. The final list of employees allocated to TS and AP must then be submitted to the Department of Personnel and Training ( by October 15.

The tenure of the Committee, appointed by then UPA government in March 2014, was set to expire on March 29, 2015. However, the NDA government has extended the term till October 15.
