Hyderabad: The Comptroller and Auditor said the budgetary system of undivided AP was unrealistic and showed poor monitoring of expenditure. It said the supplementary provision of Rs 11,436 crore proved unnecessary as the actual expenditure of Rs 1,38,612 crore was less than the original provision of Rs 1,61,148 crore.
There were savings for the fourth consecutive year at Rs 34,973 crore. The CAG said several policy initiatives were either unfulfilled or were partially executed, primarily because scheme guidelines were not approved or work did not begin for the want of administrative sanction. It also cited poor project implementation and non-release of Budget.
Savings occurred because works did not begin due to the government’s inability to take timely action to remove bottlenecks affecting implementation of its policy
decisions at the field level.
The CAG said that while capital expenditure (Rs 15.280 crore) increased by 0.86 per cent, its ratio to total expenditure stood at 11.81 per cent and it was not up to the level envisaged in the macro economic framework statement of Rs 25,973 crore for the year. The CAG said capital works, road and irrigation projects faced delays in their completion leading to cost escalation. The CAG put the investment blocked in incomplete projects at Rs 82,665 crore as of March 2014.
