Rajya Sabha tough for NDA, Bills to be placed in Lok Sabha first
New Delhi: With the Budget exercises getting over smoothly, the Budget Session of Parliament gets into its second and crucial week beginning on Monday, with a showdown between the BJP-led government and the Opposition parties appearing imminent, as half-a-dozen Bills to replace ordinances will be tabled in the Lok Sabha.
The government has been preparing itself for a direct confrontation with the Opposition in the Lok Sabha, where their numbers are depleted, by deciding to place all legislations that seek to replace the ordinances issued in December last in the Lower House instead of the Rajya Sabha where the Narendra Modi dispensation lacks numbers.
Six ordinances need to be replaced with legislations, but a more-or-less united Opposition has been up in the arms against the Centre.
“The government’s strategy is to get all these ordinances passed in the Lok Sabha first. Getting these legislations through the Lok Sabha is much easier for the government than in the Rajya Sabha. The government will first get the nod of the Lok Sabha and then see how to take them up in the other House,” a source told.
The government had last week withdrawn Bills on insurance, motor rickshaw and coal sector from the Rajya Sabha, leading to speculation that it might either introduce new Bills or call a joint sitting of Parliament to get the ordinances replaced with legislation.
While the Land Acquisition Amendment Bill has already been introduced in the LS, the Citizenship (Amendment) Bill, 2015, the Mines and Minerals (Development and Regulation) Amendment Bill, 2015 and the Coal Mines (Special Provisions) Bill, 2015 will be tabled on Monday.
The Insurance Amendment Bill will be introduced in the Lok Sabha on Tuesday. They will have to be passed before Parliament goes for a recess on March 20.
