Telangana lacks system to issue vital papers
Hyderabad: People in Telangana have been struggling for the last eight months to obtain important certificates like caste, income, and so on.
Though it has been more than eight months since the state was formed, the government has failed to restore the system to issue vital documents either through the revenue department or Mee Seva centres.
The government in the undivided state had devised a mechanism to issue important certificates online through Mee Seva centres to check corruption in government offices and ensure speedy delivery of services.
However, after bifurcation, the Telangana government had stopped issuance of certificates stating that it would issue fresh guidelines to be followed for the purpose. The government has even failed to give clarity over whether certificates would be issued through Mee Seva centres or by the revenue department.
With no clarity, people still flock to Mee Seva centres to submit applications for certificates.
However, the centres are keeping all these applications pending, stating that they do not have any instructions from the government in this regard.
With this, the pending applications are piling up in all the districts daily. Ranga Reddy tops the list with 1.10 lakh pending applications followed by Warangal at 56,160 applications. The pending applications in other districts are: Karimnagar (42,700), Hyderabad (34,100), Medak (28,600), Khammam (22,200), Nalgonda (20,400), Nizamabad (20,200), Mahbubnagar (13,100) and Adilabad (10,100).
Most of these pending applications pertain to students, who need these certificates to apply for admissions, fee reimbursement and scholarships. Besides, there is also a rush for certificates from applicants to avail the government’s welfare schemes like ration cards, pensions, Kalyana Lakshmi, Shaadi Mubarak and so on.
Not only certificates, even issue of pattadar passbooks has been kept on hold since June last year.
The government in the undivided state had issued tenders to issue E-pattadar passbooks. However, the tenders were scrapped after the bifurcation in June and no decision has been taken on this issue since then.
