Farmers must get NoC for any development on reconstituted plots
Development of plot will not be an easy task for many
Hyderabad: Farmers have to obtain a No Objection Certificate (NoC) from the Capital Region Development Authority (CRDA) for taking up any kind of development on the “reconstituted plots” that would be given to them in lieu of land surrendered.
While the government will provide infrastructure in the capital city area excluding the final share of land given back to farmers, the owner will be responsible for the infrastructure within the final “reconstituted plot.”
As per the AP Capital City Land Pooling Scheme (Formulation and Implementation) Rules 2015, the owner will have to pay the necessary fees and charges as per rules for the sanction of development permission.
The final plot owners or any other purchaser of the final plot will have to also pay for the usage, consumption and maintenance charges levied by agencies like CRDA or local bodies, responsible for common infrastructure and services.
The CRDA will reserve the right to cancel this agreement at any point of time without giving any reason. Both CRDA and landowners are entitled to sell their share of the developed areas to third parties and enter into agreements.
Officials said all those who do not have lands but used to work in farms in the capital area would be given Rs 2,500 per month per family for 10 years as pension and the CRDA will also facilitate a Rs 25 lakh loan to them for self-employment purposes.
Land pooling ownership certificate (LPOC) with alienable rights will be given to farmers within nine months of the agreement. The CRDA will hand over physical possession of the reconstituted plot within a year of issue of LPOC and complete the development of the area within three years of LPOC issue.
Proposals invited for construction of offices:
The AP government had earlier decided to temporarily set up shop in the chilli yards of Guntur. But it seems to have dawned on the government that the pungency of the chillies might be too much for officials.
The government on Friday invited proposals for the construction of temporary offices with a carpet area of five lakh sft. The Infrastructure Corporation of AP (Incap) has invited proposals for the construction of temporary offices to accommodate the heads of departments.
The government has also identified available lands in Mangalagiri. It has asked for a master layout plan and detailed drawings. The carpet area for the temporary offices would be 5 lakh square feet.
The accommodation will be built using prefabricated RCC and PSC technology. Incap has asked for proposals by January 16. A committee of officials had also identified some private buildings and market yards in Nagarjuna University to accommodate some heads of departments. The committee has identified 17 departments on priority basis to shift to the capital city region.
