Hyderabad: Like state cadre officers, All India Service officers will also be given options. After provisional allotment of AIS officers, they will be given 15 days time to submit their options.
Both, the Telangana state and Andhra Pradesh governments, are waiting for the Centre’s notification by on the allotment of AIS officers. AP chief secretary I.Y.R. Krishna Rao said that the allotment of AIS officers between the TS and AP was finalised by the Prathyush Sinha Committee and the notification on allotment of AIS officers is expected any time. The options will be on the basis of cadre, such as between principal secretaries and secretaries.
In the proposed notification, some IAS officers working in AP were allotted to TS while some IAS officers working in TS were allotted to AP. Both the governments want to continue with some IAS officers.
AP has asked the Centre to allow some IAS officers working in key posts in the state to continue. The AP CS said that the Centre has accepted their request on the issue. AP wants to continue with four IAS officers like Ajay Jain and J.S.V. Prasad, who will be allotted to TS.
At thesame time, the TS government wants to continue with Greater Hyderabad Municipal Corporation commissioner, Somesh Kumar, who will be allotted to AP.
Telangana State vacancies exceed 1 lakh:
The general government administration in Telangana state is being badly affected due to no fresh recruitment of employees and officers, ban on promotions, non-filling up of middle-level officers and non-formation of the Telangana Public Service Commission.
There were 1,07,744 vacancies on June 2, the day the state was formed. According to the Telangana Gazetted Officers’ Association, the vacancies increased by 25,000. The information technology department has 205 sanctioned posts, but vacancies are 192. The minority welfare department had 97 posts and 48 are vacant. The legislative secretariat had 355 posts and there are 227 vacancies.
Setting up of the TPSC has also been delayed. “Even assuming we constitute the new body, it will take a minimum of two years for the new recruits to assume duties. A lot of procedures are involved” said a secretary to the government who didn’t want to be quoted.
“If there are middle-order vacancies, normally, lower-rung officials would be promoted. The ban on promotions is crippling administration,” said C. Vittal president, TGAO. He added that with the retirement age being extended to 60 in AP, and if cadre is given the option of choosing their state, many officers may opt for AP.
