Centre seals IAS allotment in Telangana State and Andhra Pradesh

Hyderabad: Ending months of suspense and multiple exercises on various options by the Prathyush Sinha Committee, the allotment of All India Service Officers between Telangana and AP has come to an end on Wednesday.
The relevant file has been sent to Prime Minister Narendra Modi for his seal of approval. This also means, after the notification, which is expected in the next few days, a major reshuffle of the AIS officials is expected to be undertaken by both Telangana and AP Chief Ministers.
A high-level meeting conducted by additional principal secretary to the Prime Minister, P.K. Mishra attended by Telangana chief secretary Rajiv Sharma and AP chief secretary I.Y.R. Krishna Rao, along with Mr Prathyush Sinha, finalised the allotment and sent the file for the PM’s signature.
However, the details of office-wise allotment to a particular state will not be immediately known. Sources said, it was almost the ‘same’ of what Mr Prathyush Sinha had earlier prepared and not the list jointly prepared by both the chief secretaries on mutual consent a few weeks ago.
Sources said, after the notification of cadre allotment among the two states, the department of personnel and training will allow swapping of a few officers between the states, based on specific guidelines.
Any officer who does not wish to serve in a particular state can approach the Central Administrative Tribunal, challenging the allotment on valid grounds. The bifurcation caused immense problems for Telangana state as except 44 IAS officials the rest of the undivided AP cadre went to AP state, which resulted in Telangana government appointing the same officer as additional in-charge for many departments.
Both the Chief Ministers of TS and AP had urged the Centre to expedite the process of final allotment of the cadres.
