Opposition expected to issue orders to legislators who have defected

Hyderabad: All eyes are now on the Telangana Legislative Council and its last and final sitting of the session on Friday, in which the House is poised to pass some crucial Bills including the Appropriation Bill against the backdrop of the ruling TRS being a minority at least legally.

However, the situation is totally different in the Assembly where the TRS enjoys a comfortable majority. Both the Congress and the TD have issued Whips to its members in the Council including the ‘rebels’ who joined the TRS to vote against some of the Bills.

Technically both the parties put together have a majority in the House of 37 as the TRS has a strength of just four.

Sources said the Opposition may not press for division on the Appropriation Bill. Instead it may press for it on the Industrial Bill.

“Our aim is to show that the government is in the minority. But our intention is not to reject the Appropriation Bill which is important,” said a leader of the Congress.

Sources also said that in view of the House Committee constituted to go into the irregularities concerning housing societies including the TNGOs Housing Society in which there are accusations against the role played by Mr K. Swamy Gowd, who is at present the chairman of the Legislative Council, the Congress and TD have decided to question his continuation in the post.

To rein in the rebel MLCs who have already gone to the TRS, the Congress and the TD have issued a Whip. “It is to be seen whether they will stick to the Whip.

Even if they defy the Whip and vote for the Bills, the question of disqualifying them is not automatic. It is subject to enquiries and the question of the survival of the government cannot be thought off,” said a analyst.

Sources said in order to bail out the seven MLAs who joined the TRS from the Congress and TD in the Assembly, a separate strategy is being adopted by the CM and Legislative Affairs Minister T. Harish Rao. The options include obtaining a voice vote and adjourning the House for the day.
