No outsiders in Tollywood town?

Tollywood will no longer entertain technicians from other states
Hyderabad: The AP Film Employees Federation (APFEF) will soon enter an agreement with the AP Film Chamber of Commerce, which will contain a clause barring producers from employing technicians who are not registered with the APFEF.
This clause will make it very tough for a technician from outside, however talented he or she may be, to make an entry into Tollywood. It’s not easy for a new person to register with the Federation as they charge huge amount, while giving receipts that show a fraction of that sum.
The clause, however, will be applicable only to technicians, not for actors. APFEF general secretary Rajeshwar Reddy says, “With the new pay hike, we are going to sign an agreement soon. Right now we are discussing a clause wherein we are demanding that the producers work only with Federation employees.
However, the producers are not agreeing. We will come to a conclusion in a few days.”
He adds that a technician could join the Federation for a nominal registration fee Rs 15,000 for a life membership. Reddy also points out that the clause is not against the Competition Commission of India,” he says.
Sources, meanwhile, say that thanks to the clause, producers won’t get the chance to introduce new talent, which is against the rules.
“If I wanted to hire a good driver from outside I can’t get one. He or she will have to register with the federation first. This clause is against the Constitution,” he says.
And the amount charged by the Federation is apparently much higher than the official figure. “If he is coming for a small job like that of an electrician, the amount is less but if he or she is highly talented, the amount is higher,” says a source.
“If an actor is living in Dilsukhnagar and the producer arranges for a cab, the federation objects. It wants a car from the production house to pick up the actor and drop him, which costs more. This is how the Federation is putting pressure on producers,” says a source.
“Recently, a young and talented performer approached the Federation for membership, but they asked her for a high amount. She is poor and her mother is working as a Class IV employee. If any producer employs her directly, the Federation people will disrupt the shooting,” says a director, who doesn’t want to be named. A total of 24 crafts come under this agreement and it excludes actors and producers.
