Rs 1,008 crore undue pension burden on Telangana
Hyderabad: The Telangana Electricity JAC has made a representation to the AP and Telangana governments saying that there are mistakes in the apportionment of pension liabilities between Telangana and AP and that it has created an undue burden of Rs 1008.07 crore on Telangana.
The TEJAC has also requested the Telangana government to recover the money which might have been already paid and to immediately stop the payment of liabilities.
While the division of assets and liabilities as per the Reorganisation Act was supposed to be on the basis of population, the Andhra Pradesh government issued GO 29 dividing the assets and liabilities days before the bifurcation date.
“The liabilities were wrongly represented and certain bonds and loans were transferred to TSGenco from APgenco in the GO, which causes loss to Telangana. Instead of dividing pension liabilities based on population they were divided on the basis of the system being followed before bifurcation of adjusting pension using the depreciation amount on old power plants already operational before February 2009 when APSEB (Electricity Board) was dissolved.
Employees who joined after the date are not eligible for pension. However, since the entire liability could not be met using the depreciation amount of old plants the profits from the equity for Srisailam Left Bank Powerhouse were being used to adjust the amount.
As per GO 29 the liabilities were calculated as per the system being followed and not the Act,” said Raghu K, the coordinator of TEEJAC.
“The additional liabilities are being made in violation of Section 53(2) of APRA (Andhra Pradesh Reorganisation Act) 2014 and the claim for refund of the amount already paid by TSGENCO and discoms is based on that.
The pension liability of Telangana and Andhra Pradesh should have been Rs 1322.50 crore and Rs 1850.50 crore respectively. However, as per GO No. 29 dated 31-05-2014 the pension liability allotted to TSGENCO and APGENCO is Rs 2330.57 crore and Rs 917 crore respectively,” the letter read.
The TEJAC has also said in the representation alerting the government that the apportionment was made with ulterior motive.
“The statement that the Tariff Order dated 04-07-2013 is the basis for the allocation of pension liabilities is incorrect, as one can clearly see that the pension liability allocation is not as per the said APERC Tariff Order.
The apportionment of pension liabilities between the two states was made as per the whims and fancies of some officials and consultants violating APRA 2014 and by misrepresenting facts with ulterior motives,” the letter says.
The TEJAC, meanwhile, is also demanding strong, deterrent action against the officials responsible for misrepresenting the facts and figures.
