Telangana forms Inter board, may face legal hurdle
Hyderabad: Triggering yet another controversy, the Telangana State government on Monday issued orders constituting a separate Board of Intermediate Education for the state.
The new Board has decided to conduct separate Inter exams for Telangana students in March next year.
The existing BIE-AP was included in Schedule X of the Andhra Pradesh Reorganisation Act, 2014, to offer common services for both the states.
The institutions listed under Schedule X were to be divided by mutual consent between both the governments. If both the states fail to reach an agreement, then the Centre would intervene and settle the issue.
These procedures, however, were not followed in setting up the BIE for Telangana, and it now remains to be seen whether it will stand legal scrutiny if someone approaches the court.
The Telangana government had acted in a similar manner while setting up the Telangana State Council of Higher Education in place of APSCHE, which was also listed under Schedule X, to take up Eamcet Engineering counselling on its own.
However, the Supreme Court ruled that APSCHE was the competent authority to conduct counselling, resulting in the TSCHE just existing on paper without adequate staff and funds.
Questions are also being raised over the possibility of the Telangana BIE conducting exams next year. Normally, the process to draft question papers begins in August.
With November coming up, it is unclear whether the three-month delay can be covered at this stage.
