Kerala HC flays Centre on road development
The court observed that this was an instance of dereliction of duties and a slow pace attitude
Kochi: Kerala High Court has flayed the central government for not acting on a proposal submitted by a Keralite with regard to the laying of complete road link throughout Kerala. The court also cautioned various department secretaries and observed that it would be forced to summon them if a proper affidavit was not filed before the court in one month.
Mr P.T. Mathew, a native of Poonjar, was an A- class government contractor. He moved the court seeking a directive to the ministries of surface transport and roads and highways and the state PWD to study the feasibility of the proposal submitted by him on the development of roads.
The court observed, “it is disgusting to note the sheer irresponsibility of the officers concerned in the respective ministries.”
The court observed that this was an instance of dereliction of duties and a slow pace attitude even in critical litigation pending before the court. The court asked the secretary in the Ministry of Surface Transport and the secretary in the Ministry of Roads and Highways to file an affidavit before November 7.
The petitioner had filed a complaint before the Ministry of Surface Transport and the same was forwarded to the Ministry of Rural Development on February 26, 1999. The petition was filed in 2011 but till date the centre has not filed any counter affidavit.
