Scared ministers wait for CM to take decisions

Hyderabad: The ruling TRS leaders are facing the wrath of Opposition leaders regarding the new “KCR-mark administration” as there’s no sign of it yet.
TRS leaders, off the record, have been admitting that they too are waiting to see the new administration, even after four months of coming to power. And, Chief Minister K. Chandrasekhar Rao himself had admitted that his government could not do anything so far.
Everything that needed to be done is either being planned or is under final considerations. Despite repeated reminders from the chief secretary, the 15 task force committees are yet to finish their jobs.
There are a few genuine issues, like power shortage, which the leaders feel the government should have taken steps to mitigate by now.
“We should have anticipated the situation and taken some steps at least to reduce the power cuts and improve supplies for agriculture. People will not understand the real reasons about how Telangana state was denied justice in power projects. They have already started asking why no steps are being taken to mitigate the crisis,” an MLC from the ruling party said.
He pointed out that when AP Chief Minister N. Chandrababu Naidu blamed the Telangana government for its failures in advance planning for power purchases, there was no rebuttal from the Telangana government.
He also said that politics had taken the centre-stage rather than administration in the last four months.
“Since we promised several things during the elections, the administration should have been geared up to make its presence felt. Unfortunately, that did not happen,” another party MLA said.
Chief Minister Mr Rao had announced a Cabinet expansion/ reshuffle by the end of July, which did not happen. In the present situation, only the Chief Minister decides every issue and no minister dares to take a decision.
“The public bashing of deputy Chief Minister Dr S. Rajaiah and finance minister Etela Rajender by the CM, objecting to their announcements, has scared the other ministers. When I went to a minister and asked him to issue orders for which he was empowered, he refused, stating that he needed to take the approval of the CM first.” complained an MLC.
Sources said, Mr Rao is now planning to change portfolios of Nayani Narasimha Reddy (home), K.T. Rama Rao (panchayat raj) and a few others.
“Mr K.T. Rama Rao is doing an excellent job in IT. But, he doesn’t have sufficient time to concentrate on the panchayat raj ministry. Similarly, Nayani Narasimha Reddy himself asked the CM to change his portfolio,” said sources.
There’s also a confusion over presentation of the Budget and convening of the Budget session. There was a communiqué recently that the Budget session would be held from October 20, but due to change of the TRS plenary session to October 18 and 19, it is unlikely that the Budget session will commence from the next day.
“With five months left in the financial year, what image does it present, if we delay the Budget?” asked a senior party leader.
