Hyderabad: It will take a few more months before Chief Ministers of Telangana and Andhra Pradesh, K. Chandrasekhar Rao and N. Chandrababu Naidu can put the administration into the fast track mode.
The distribution of employees between the two states is expected to be completed only by December end. Even the distribution of All India Service officers has been put on hold due to the controversy over cadre allocation of some IAS and IPS officers.
The file pertaining to AIS allocation has been shuttling between the Prime Minister’s Office and Department of Personnel and Training for the past one month with both the stat-es seeking changes in the allotment list finalised by DoPT.
Pending files have been mo-unting in Secretariats of TS and AP day by day as each IAS officer has been looking after four departments and hardly finding time to examine and clear files. With this, major initiatives of both the governments have been hit.
“We will not accept appointment of Seemandhra employees in Telangana under the pretext of shortage of staff in TS at higher-levels. These posts have to be filled through promotions to existing staff and TS government should be allowed to fill the vacancies that arise at lower-level due to promotions, on its own by conducting recruitment examinations.
The Kamalnathan Committee is trying to fill all the higher-level posts with Seemandhra employees. The committee is being influenced by some Seemandhra leaders,” alleged G. Deviprasad, president, TNGOs association.
However, APNGOs president P. Ashok Babu refuted these allegations. “The committees have been working based on the provision incorporated in the AP Reorganisation Act, made in Parliament. No one raised their voices in Parliament when the Bill was introduced. There is no point in opposing it now after the Act was made.”
