Bengaluru: 821 organisations from the state, were issued notices from the FCRA wing of the union Home ministry for non-submission of mandatory annual returns for (FC-6) for 2009-2010, 2010-2011 and 2011-2012 under FCRA 2010. Among these 821 organisations, 276 are from Bengaluru.
As per the notice from the home ministry Section, 18(1) of Foreign Contribution (Regulation) Act, 2010 (FCRA 2010) and Rule 17(1) of Foreign Contribution (Regulation) Rules 2011 (FCRR 2011), associations registered under FCRA 2010 are required to submit an annual report in Form FC-6, accompanied by an income and expenditure statement, receipt and payment account and balance sheet for every financial year beginning on the 1st day of April within nine months of the closure of the financial year.
Those associations which did not receive foreign contributions during a particular year are also required to furnish a NIL return for that financial year within the aforesaid period. On scrutiny, it has been found that these 821 organisations from the state didn’t file the mandatory annual returns for the years 2009-2010, 2010-2011 and 2011-2012.
Speaking to this newspaper, an officer from the state home department informed that many names which appeared on the list are prestigious ones. “Names of many institutes listed in the notice are incorrect or incomplete. It is sad that so many government institutes also figure in the list. As FCRA is a sensitive issue, organisations that receive money should be more careful,” he cautioned.
