Aided projects in Telangana lie unfinished

Many such projects are being implemented in Hyderabad

Hyderabad: Projects being taken up in the Telangana with financial assistance from foreign funding agencies like World Bank, JICA and so on are in limbo. Many such projects are being implemented in Hyderabad, like the Outer Ring Road, cleaning of Hussainsagar and modernisation of the power supply system.

The Telangana government, which is already facing a huge foreign debt burden, is not eager to enter into fresh agreements with these agencies to complete the pending projects, unless the Centre comes forward to share the burden.

The old agreements made by the undivided AP government have lapsed with the bifurcation of the state and the Telangana government has to enter into fresh agreements to continue the ongoing projects.

While debts and liabilities were distributed between both the states in the ratio of population, foreign debts were distributed based on where the projects are being implemented.
Out of Rs 11,000 crore foreign aid secured in the undivided state, nearly Rs 8,000 crore has been transferred to Telangana with Hyderabad accounting for a large chunk of projects. The remaining Rs 3,000 crore was transferred to AP.
Chief Minister K. Chandrasekhar Rao, in a memorandum submitted to the 14th Finance Commission, raised this issue of ‘disproportionate burden’.
