Sunrise to promote industries
Rajahmundry: In a bid to expedite setting up more number of industrial units in the state, the government intends to launch an online single window system called ‘AP Sunrise’ towards end of October in the state.
As it involves a cumbersome process to obtain the requisite permits to set up a either a small or a medium or a major industrial unit from various authorities, the state government is planning to streamline the existing online single window system to make it more accessible to the entrepreneurs by delivering various kinds of services at a single point.
The state-level single window system will issue codes district-wise so that the state-level monitoring authorities can find out the applications requiring various permits are from which district.
As part of the process, field-level officers at the district industries centres from all the districts are being sent to Gujarat to study the functioning of a similar system existing there. Their orientation programme starts from September 23 onwards.
After undergoing the training, they serve as resource persons to train the local officers to implement the system. Though the officers are being exposed to orientation programme, the state government is still working out detailed modalities to go further in implementation of the system.
An entrepreneur who intends to set up an industrial unit has to come up with a project proposal, find out availability of land, raw material, machinery, sources of finance and labourers and others in a given area. Later, he or she has to approach various departments to get approvals for land acquisition, construction of buildings, installation of machinery, installation of power and other permits.
The entrepreneur is also supposed to get clearances on environment, fire and on various aspects and also the administrative sanction.
In order get all the requisite permits under various provisions of law, it becomes too difficult to get them unless a single window system exists and clears the applications.
East Godavari district industries centre general manager K.P. Sudhakar said, "We are expecting the online single window system to give various clearances for setting up industrial units, to become operational soon."
Meanwhile, in East Godavari, industrial investment pegged at Rs 201 crore for 2013-14 and this is expected to witness a marginal dip in the current fiscal for varied reasons including rise in land cost and delay in according special status category to state meant to extend tax concessions to entrepreneurs by the Centre.
