Andhra Pradesh Assembly ends in war of words, AP Appropriation Bill passed without discussion

Without discussion, the AP Appropriation Bill was passed in the Session
Hyderabad: Discussion on the Andhra Pradesh Appropriation Bill could not be taken up as the Assembly was stalled for more than two hours. The ruling and the Opposition parties indulged in a verbal duel on House rules and both sides accused each other of being unaware of the Assembly rules.
The Bill, however, was passed and the Assembly was adjourned sine die. Leader of Opposition Y.S. Jagan Mohan Reddy even said the TD members are not human beings, inviting condemnation from the TD legislators.
YSR Congress legislators started protesting as Speaker Kodela Sivaprasada Rao put to vote and the Assembly hurriedly adopted the resolution on BC welfare. Mr Reddy was not given an opportunity to speak on it. Mr Reddy insisted that he be allowed to speak on the subject but the Speaker said the resolution was already adopted and the subject cannot be reopened again.
“We have crossed the agenda. Leader of Opposition has been given priority after the Leader of House all through, but I looked at you during the discussion and you did not signal to speak. So I thought you did not want to speak,” the Speaker told Mr Reddy.
Finance minister Yanamala Ramakrishnudu said that a subject once closed cannot be reopened again, but the YSRC chief could speak on BC welfare during the discussion on the Appropriation Bill. However, YSRC legislators did not budge and rushed to the Well of the House.
Mr Reddy once again ruffled the TD legislators’ feathers asking if they were humans. “I have seen politics, but not of this kind. Are you humans at all? You have no humanity. It is customary for the Leader of Opposition to speak before putting the resolution to vote,” Mr Reddy said.
TD leaders protested this remark and Mr Ramakrishnudu asked Mr Reddy to withdraw his comments. “Jagan doesn’t know the rules and traditions of the House. Opposition legislators need training,” Mr Ramakrishnudu said.
Mr Reddy also said that the resolution was never in the agenda and it was supposed to be a statement by the Chief Minister. Chief Minister N. Chandrababu Naidu replied, “Government can make a statement at any time. You don’t know the procedure.”
Mr Reddy retorted that Mr Naidu had forgotten the difference between a statement and resolution. Mr Reddy also commented that the House was worse than ‘Kaurava Sabha.’ With no time left after the verbal parries, the Appropriation Bill was introduced and passed by voice vote. Speaker Mr Kodela Sivaprasad Rao 0then adjourned the Assembly sine die.
