Webland helps Andhra Pradesh streamline registrations
Software is designed to help the registration and revenue departments maintain land records
Vijaywada: The state government has introduced WebLand, a software that is designed to help the registration and revenue departments maintain land records in sync with the change of ownership. The government has ord-ered the revenue department to verify details with the original documents submitted at the time of registrations of property to stop forgeries or dubious transactions.
This has been the single biggest flaw in the system that had allowed some unethical persons to sell plots of land multiple times and also of filling pockets of middle-level staff in the registrations and revenue departments.The new rule “Data should tally with WebLand records”, has effectively put a stop to many land deals as most of the farmers haven’t updated their passbooks.
G. Bala Krishna, registrar of Vijayawada registration district, said “If the records do not tally with the data in the software, the party need to apply for data modification at the MRO office. We cannot register a document with differences in data.”
Vedanta Rao, VRO of Mangalagiri, explained the official procedure to update a record on WebLand. “As per the procedure, the tahsildar is the authority to update the records. When the landowner applies for a change or correction of records, the VRO submits a ground report and the tahsildar takes a decision on the changes. Usually the process takes seven to 10 days.”
Athota Ramesh, a real estate agent from Nunna said, “The buyers generally do not wait for such a long time. They come with cash and are keen to close a deal within a day or two. If it is an urgent case, the officers make the changes in just an hour. Everyone gets a commission.”
Incidentally, Ramesh, a man on the end of the commission chain, is seen driving a swanky new bike he had bought from his earnings in the last two months. Madhuri, tahsildar of Gannvaram, said, “Without following proceedings, no one can change the records. The tahsildar issues certificates only after proper verification. Also, any change in Webland requires the app-roval of the joint-collector.”
