Draft to split Telangana, Andhra Pradesh staff under process
Over 52,000 state-cadre will be distributed between two states
Hyderabad: Kamalnathan committee has initiated the process to draft final guidelines for the distribution of employees between AP and Telangana. The committee met officials and employees associations at the Secretariat here on Wednesday to discuss on the issue.
The panel has already received hundreds of objections and suggestions on it’s draft guidelines issued last month. Majority of them pertain to controversial 18(f) clause which empowers the committee to allot junior employees to any state irrespective of their nativity if there is shortage of staff at any level in the departments.
Interestingly, employees association from both AP and Telangana wanted the committee to remove 18(f) clause which deny promotions to existing staff to higher levels.
Telangana employees associations asked the committee to probe the service records and educational certificates submitted by Seemandhra employees to claim nativity of Telangana state. The committee has agreed to verify all the certificates and said if any discrepancies are found, such employees have to face severe action.
The committee is expected to issue final guidelines in a week and refer to Centre for approval based on which over 52,000 state-cadre will be distributed between two states.
