GHMC blinks in HMDA area
Hyderabad: While the prime focus is on unsanctioned structures in Greater Hyderabad, no one is talking about thousands of such buildings in the Hyderabad Metropolitan Development Authority Jurisdiction.
Serilingampally (beyond circle 11 of GHMC), Ghatkesar, Shamshabad and Shamirpet (parts of Manikonda, Kondapur, Bandlaguda, Puppalaguda) are a hub for illegal construction. The zonal office of the HMDA, another cesspool of corruption, fearing the notoriety coming to light, allegedly set the Serilingampally zonal office on fire.
According to building rules, gram panchayats can give building permissions up to G+2 floors and if the building is above G+2, the building owner has to take permission from the HMDA.
However, many buildings have sprung up, against the norms. Baba Nivas apartment in Manikonda which was gutted in the fire in November 2012 that killed five residents and a seven day old infant is one such example where builders brazenly take up five floor construction while the permission is only for G+2.
Shamshabad, where one of the largest international airports in India has the highest number of unauthorised constructions. There are over 2000 unauthorised constructions in Shamshabad alone, all above ground+ 3 floors and several hundred structures of up to ground +2 . In areas like Madhuranagar, Brindavan Colony, Adarshanagar and Rallaguda in Shamshabad most of them are commercial buildings.
Many unauthorised buildings have been constructed in gram panchyats like Manikonda, Nizampet and Boduppal. Both the (GHMC) and (HMDA) are struggling to clear pending BPS applications even after years of the announcement of Greater Channel scheme.
Though applications for regularisation were considered for constructions that came up before December 2007 for HMDA jurisdiction, unauthorised structures continue to come up unabated.
Unlike GHMC, the HMDA does not have any enforcement wing. Since 2012, it has been planning to open an enforcement wing for taking up demolition drive against builders.
