YSR Congress leaders accuse police of abduction bid
Implementation of RTE requires Rs 22,000 Cr & state is awaiting the Grant-in-Aid
Hyderabad: Justice Ramesh Ranganathan of the Hyderabad High Court on Wednesday sought response from the Nellore police on a petition filed by the ZPTC members of the YSR Congress apprehending their detention by the police to prevent them from voting on false and frivolous complaints of abduction.
B. Anil Kumar Reddy and 22 ZPTC members moved the Court stating that the police may whisk them away under the guise of recording their statements before the completion of the election process for the posts of Zilla Parishad chairman and vice-chairman, of the district, scheduled for July 20. P. Sudhakar Reddy, counsel for the petitioners, told the Court that some police personnel in mufti tried to abduct him in Banjara Hills area of the city on Tuesday night, but could not succeed due to resistance from locals.
He said a complaint was lodged with the Banjara Hills police. The judge directed him to the Nellore district SP as respondent to the petition and directed the counsel for home to get complete details on the issue and adjourned the case hearing to July 18.
In another related case, Justice Vilas V. Afzulpurkar directed the Nellore police to respond to a plea by B. Raghavendra Reddy, ZPTC member of YSR Congress. He urged the Court to direct the police not to arrest him with regards to a criminal case registered against him at the Kavali rural police station, Nellore on July 11, till the completion of elections.
School timings not on RTE lines: AP
The Andhra Pradesh government has submitted before the Hyderabad High Court that the existing pattern of working hours in schools is not in accordance with the Right to Education Act 2009.
V. Usha Rani, commissioner, School Education, in her counter affidavit, submitted that as per the RTE Act, the timings in schools should be from 9 am to 4.30 pm. She said a proposal was submitted to the state government for revision of school timings as per the Act and they are waiting for the orders.
She also said steps needed to be taken to prevent corporal punishment, regulate school timings and the weight of school bags.
Regarding the regulation of school fees, Ms Usha Rani submitted that the state government issued had a GO in 2010 specifying the fee structure proposed for various schools. However, managements of some private schools moved the HC challenging the fee structure and the Court had suspended the operation of the GO on December 12, 2010. She brought to the notice of the Court that the Centre and the state government were responsible for providing funds to ensure that RTE was implemented but had failed to do so.
She mentioned that an estimate by the Sarva Shiksha Abhiyan of AP, implementation of the RTE requires Rs 22,000 crore and the the state is awaiting the Grant-in-Aid of the Centre in this regard.
