Telangana set to charm IT; single window clearance system to attract international investors
Hyderabad: Telangana will soon have one of the world’s best investor-friendly industrial and IT policy with a single window clearance system that will provide all clearances at the shortest possible time to attract domestic and international investors.
The government has also decided to bring in a new Act to ensure 10 per cent allocation of waters from irrigation projects for industrial use, create a new Hyderabad-Warangal industrial corridor and spread industries to all parts of Telangana.
Chief Minister K. Chandrasekhar Rao discussed framing of the new policies with senior officials of industries, IT, revenue, commercial taxes, irrigation and other departments and made it clear that there should be “zero corruption” in the establishment of industries and IT companies in Hyderabad and other parts of the state.
Asking officials to prepare a draft policy and single window system on par with the best in the world, including Singapore, Mr Chandrasekhar Rao also told the officials that along with establishment of industries and IT companies, steps should also be taken to upgrade skills of the employees in all spheres.
“I want speedy, transparent, quality and corruption-free grant of land and licenses. The process clearances should be completed in a span of two weeks from the date of application by an investor. There are shortcomings in the present system. Twenty-two clearances are needed from 17 departments, which is quite a difficult task,” he told officials.
Mr Rao asked officials to organise a meeting with FICCI, FAPCCI, CII and other such organisations in three or four days and elicit the opinion of industry representatives before finalising the policy.
The Telangana Chief Minister also informed officials that the un-utilised government land should be in possession of the Telangana State Industrial Infrastructure Corporation and judicious allotment of land depending on size of the unit and its purpose must be ensured.
He also suggested officials to locate industries across Telangana and not confine them to one place. Telangana Chief Minister K. Chandrasekhar Rao, made a specific mention of developing cotton-rich Warangal, the second biggest city after Hyderabad, in all aspects especially location of textile parks on the lines of Tirupur in Tamil Nadu.
The Chief Minister disclosed that talks were on with the Steel Authority of India for establishment of a Rs 30,000-crore steel factory on the Khammam-Warangal border. “There should be airport, road and rail connectivity with Hyderabad so that one can reach Warangal in one hour 10 minutes,” he said.
