Kerala Home Minister sees reason in Rajesh Dewan plaint on ACR
Chief secretary E.K. Bharat Bhushan had violated the All India Service Rules 2007
Thiruvananthapuram: Home minister Ramesh Chennithala has endorsed ADGP Rajesh Dewan’s contention that chief secretary E.K. Bharat Bhushan had violated the All India Service (performance appraisal report) Rules 2007 while assessing his performance.
Sources said Mr Chennithala has made it clear that the chief secretary had no business to bypass the home minister who is in charge of all IPS officers in the state. As per All India Services Rules, “reviewing authority” means such authority or authorities supervising the performance of the reporting authority.
Sources questioned the chief secretary’s status as reviewing authority since he does not supervise the work of the reporting authority, in this case the DGP.
