High-level meet finds consensus only on the issue of power sharing from CGS

Hyderabad: The high-level meeting in New Delhi of chief secretaries and other senior officials of the Energy department from Telangana and AP concluded with consensus on only a single issue: Power sharing from Central Generating Station (CGS).

As against the allocations spelt out in the AP Reorganisation Act, Andhra Pradesh will get an additional 1.77 million units (65 MW), going by the consumption pattern of the last five years.

Apart from the consensus on this one issue, all other issues remained unresolved and another meeting will be held around July 24. The committee also felt that the main reason for the multitude of legal issues, especially regarding the PPAs (Power Purchase Agreement), between the two states is the inaction of APERC (Andhra Pradesh Electricity Regulatory Commission). The APERC drew flak for not approving PPAs in the last five years and for sitting on the issue till date.

The committee also felt that the AP Reorganisation Act was drafted in a hurry without proper consultation and has complicated several legal issues.

With no clarity on several fronts and the AP Reorganisation Act at loggerheads with several points of the Electricity Act, many legal issues have become especially complex.

“While the AP Reorganisation Act has specified separate ERCs (Electricity Regulatory Commission) for both states, the Electricity Act mandates a single ERC. Issues like this have complicated many decisions tremendously and the two sides have not been able to reach consensus on the other issues. Both sides have presented their arguments regarding other issues and another meeting will be held after 10 days in New Delhi,” said a highly placed source.
