Budget 2014: Telangana turns to villages for Budget proposals

CM KCR expressed displeasure over current method of drafting Budget plans

Hyderabad: The Telangana government is adopting a novel method to draft the first T-state Budget for 2014-15.

For the first time, Budget proposals are being sought at the village, mandal and district levels. As per the earlier practice, ministers and departmental heads in Secretariat submitted proposals to the finance department.

Plans are being devised at all levels based on which fund allocation will be made in the final Budget.

The marathon Budget exercise is being taken up for over a month at all levels. The Budget plans at village-level will be drafted from July 13 to 18. Based on village-level plans, mandal-level budget plans will be prepared from July 19 to 23. This will be followed by drafting district-level budget plans from July 24 to 28.

Telangana Chief Minister K. Chandrasekhar Rao, had expressed displeasure over the current method of drafting Budget plans sitting in Hyderabad.

At a recent meeting at MCRHRDI on ‘Re-investing Telangana’ attended by all ministers and IAS officers, Mr Rao had asked them to involve all the stakeholders, right from village-level to state-level, before drafting budget proposals.

The Finance department will begin the budget-preparation exercise by taking into consideration the plans submitted at all the levels.
