File shift throws staff into a tizzy
Hyderabad: Despite the Telangana state coming into existence on Monday, the transfer of employees, files and other documents between Telangana and AP Secretariats and other government offices is far from being complete.
The Central government has announced June 2 to 9 as “transition week” for subject allocation to staff, files, handing over of assets, taking over protocol, designating office space-cum-chambers to the officers of various departments etc.
Even as a festive mood pervaded the corridors of Secretariat on Monday with the first Chief Minister of Telangana assuming office, there was confusion among the employees.
“It takes two to three days to vacate even a room. This is a case of all files, and computers. Besides, it is easy to shift to an empty place. Here in the Secretariat, all floors are full and it will certainly take more time for the T and AP Secretariats to get fully operational” said a senior official in the General Administration department.
A majority of the employees who have been ordered to serve the state of Telangana were relieved on Monday. However, they will be responsible to hand over all the files, movable assets and all other items under their custody to their identified counterpart in Andhra Pradesh.
The Transition Committee will work out the logistics of movement of files and other movable assets in the Secretariat.
All handing over and taking over is to be done under proper certification by each employee. Such acknowledgements should be duly certified by the next higher-level officer. The responsibility of the employee for any file will not cease once he/she takes charge in Telangana. It would be complete when the appropriate counterpart takes charge of those files and a “no due” certificate is issued by the officer in charge of OP section. This certificate is mandatory for drawing salary for the month of June.
