Trial run of Andhra Pradesh, Telangana government fails to take off
Hyderabad: Though only five days are left for the bifurcation of state on June 2, 2014, the “trial-run administration”, as planned by Governor E.S.L. Narasimhan, for both the new states in the Secretariat, has failed to take off.
The Secretariat has been observing “zero week” from May 25 to enable official machinery to concentrate only on the ‘trial-run ’, setting aside all pending files and administrative decisions.
However, the conflict between Telangana and Seemandhra employees in the Secretariat over “nativity” has hit the Governor’s plans.
Nearly 400 Seemandhra employees in the Secretariat were allotted to Telangana, while about 100 Telangana employees were allotted to AP.
Leaders of Telanagana employees’ associations have claimed that they will not allow Seemandhra employees to work for the T government in Secretariat.
At the same time, Seemandhra employees' associations have claimed that they too are not willing to work for T-government, fearing attacks from Telangana employees.
Chief secretary P.K. Mohanty has convened a meeting will all the employees’ associations on May 29 to find an amicable solution to ensure that both the new governments start functioning smoothly from June 2.
“We will wait till June 2 and then take a decision. There is a sense of panic among Seemandhra employees with the continuous threats issued by T employees’ leaders. Despite the government announcing that this is only a provisional allotment of employees to allow both the governments to function smoothly, T leaders are threatening us with dire consequences,” said U. Murali Krishna, president, Seemandhra Secretariat Employees Forum.
Meanwhile, Telangana Secretariat Employees’ Association president M. Narender Rao made it clear that they will not allow Seemandhra employees to work in the T Secretariat after June 2.
“It’s better if employees serve their own states. Running a government involves several confidential issues and files. How can the secrecy of office be maintained if employees from other regions work in the same premises. Officials should stop this inter-state employee allotment, at least in Secretariat,” said Mr Rao.
