President's rule to continue in Andhra Pradesh
Hyderabad: President’s Rule is likely to be continued in the residuary Andhra Pradesh state beyond June 2 thanks to Mr N. Chandrababu Naidu who is unable to find an auspicious day for his swearing-in as the Chief Minister. However, President’s Rule will be lifted in Telangana on June 2, paving way for Mr K. Chandrasekhar Rao’s oath-taking as CM. Mr Naidu was informed of the likelihood of continued President’s Rule.
Raj Bhavan sources said Governor E.S.L. Narasimhan will send a report to the President seeking lifting of President’s Rule in Telangana from June 2. Accordingly, on the morning of June 2 a formal notification will be issued lifting President’s Rule and creation of Telangana state.
A special notification need not be issued for AP, as the original proclamation is for the state of Andhra Pradesh, said a senior official of the Union home ministry. As and when Mr Naidu finalises the muhurat for his swearing-in-ceremony, President’s Rule will be lifted, said the official.
However, sources close to Mr Naidu told Deccan Chronicle that Mr Naidu is still unable to decide on the date and time for his the swearing-in. “Though pundits, have suggested June 8 or 9 for the ceremony, which Mr Naidu has not decided on so far,” sources said.
As per statute, the Council of Ministers aid and advice the Governor, except under special circumstances like the President’s Rule wherein the Governor will act as the head of the Cabinet to discharge duties on behalf of the President.
As per the AP Reorganisation Act and the subsequent notification issued by the Central home ministry, June 2 was fixed as the date from when both Telangana and Seemandhra would come into existence. President’s Rule was imposed on March 1 and reimposed on April 30 for the undivided state.
