Seemandhra can have 26 ministers, including the CM

Hyderabad: The size of the Cabinet is restricted to 15 per cent of the size of the Assembly. The 91st Amendment to the Constitution, 2003, which came into effect from January 1, 2004, states: “The total number of ministers including that of Prime Minister/Chief Minister, in the Council of Ministers shall not exceed 15 per cent of the total number of members of the House of the People/Legislative Assembly.”
Under this rule, Telangana with its 119-member Assembly can have 18 ministers including the CM. Seemandhra can have 26 ministers, including the CM, because of its 175-member Assembly.
