Right to Hearing Act under ‘Mission 676’
Thiruvananthapuram: The UDF government on Thursday decided to bring the Right to Hearing Act, a piece of legislation which entitles the citizens to a time- bound legal remedy for their grievances concerning government services as part of its ambitious ‘Mission 676’ programme to be implemented during its remaining tenure.
At a press conference, Chief Minister Oommen Chandy said the Right to Hearing Act had been successfully implemented in Rajasthan and it would complement the Right to Service Act which was implemented in the state in 2012. Under the new Act, the people would be entitled to get time- bound solutions to their problems. Officials would be liable for punishment for any lapse.
The government also decided to complete major projects in various sectors, including infrastructure, service and welfare. These have been brought under the category of Navaratna projects which include Kochi Metro, Smart City, Vizhinjam port, Kannur airport, national waterways, Thiruvananthapuram and Kozhikode monorail projects, suburban railway, national high way, including surface transportation and start-up village. These projects would be monitored by the respective ministers.
Mr Chandy said the government had also listed 30 development, service and welfare tasks and the prominent among these were drinking water to all, landless-free Kerala, housing for all, total electrification, total digital Kerala, clean Kerala, speed Kerala, Sabarimala development, liquor-free Kerala, prosperous Kerala and national games.
The government has also decided to expedite government services, including Right to Service Act, e-governance and clearance of pending files. The Chief Minister said that so far 38 services had been brought under the online mechanism and this would be raised to 130 within four months and to 400 by the end of the financial year.
The government planned to put in place an online mechanism under the State Planning Board to monitor the centrally sponsored schemes and central schemes.
