Andhra Pradesh police starts staff division
There are 18 state-level departments including APSP battalions, Special Protection Force, et al
Hyderabad: The state police department has started the process of division of police personnel and infrastructure between Telangana and residuary AP. The brain storming sessions of top cops have thrown up several challenges for the police department in both the states and it won’t be an easy task for the department to divide it’s 1,21,721 personnel, that too of the state cadre.
Director general of police, B. Prasada Rao, said a high level meeting was held at the Secretariat on Tuesday with home secretary, T.P. Das.
“We are taking stock of three aspects, the personnel, assets and files. IPS cadre division modalities are being worked out,” he said.
The meeting was attended by Mr Das, Hyderabad and Cyberabad commissioners of Police, Anurag Sharma and C.V. Anand, former SPF DG, Tejdeep Kaur Menon, and A.B. Venkateswara Rao.

The issue that has come up regarding the Hyderabad police Commissionerate is augmenting the existing force.
“So far we were getting forces from the Seemandhra districts for all major law and order situations. Now there will be no such flexibility. We need to develop our force. As a common capital for 10 years, there will be two chief ministers, two head offices of various departments and a lot of activity,” said a city police official.
Cyberabad, too, has an issue. Out of 40 police stations under the Cyberabad Commissionerate, 22 fall in GHMC, the common capital area, and 18 in Ranga Reddy.
“It is not known whether the commissionerates will be merged to form one commissionerate. The assets of Cyberabad have to be divided under two heads, the GHMC area and the Ranga Reddy area,” added a police official.
The meeting was to look critically at various issues and to evolve a formula on division and on raw data collection. There are 18 state-level departments including APSP battalions, Special Protection Force, Greyhounds, Octopus, Jails and Fire, where recruitment is on a state level and there are more people from Seemandhra.
“In all state level departments of the police force, there are more people from Seemandhra. So Telangana will have deficient numbers. It is not known whether an option will be given to them to stay back or new recruitments will be made,” said an official.
Apart from state-level departments, the Chief Office of the DGP includes ministerial staff, which need to be divided. DSPs, additional SPs and non-cadre SPs too have to be divided. Regarding division of IPS officials, a meeting has been scheduled on Wednesday at the DGP’s office to collect feedback.
“The staff of all district and commissionerate units will stay wherever they are as a zonal system already exists. The issue is of DSP and higher ranks. All other 18 departments of state-level recruitment have to be divided,” added an official.
All police heads have been asked to list the assets, weapons and other properties with their registered values. Instructions have also been given to collate data of local and non-locals among the forces.
“Every file has to be digitised and photocopied. There shall be no loss of information. During the formation of Chhattisgarh there were a lot of litigations,” said an official.
