Seema varsity VC indicted for graft
Hyderabad: The Vigilance and Enforcement wing has indicted Rayalaseema University Vice-Chancellor Prof. K. Krishna Naik and former VC J.V. Prabhakara Rao and sought a CID probe into the alleged misappropriation of funds and irregularities in execution of civil works.
A probe revealed that bills and vouchers for payments of Rs 1.39 crore for various works were missing. It also said that Mr Rao had failed to hand over furniture worth Rs 7.7 lakh when he remitted office and the same was missing.
The Vigilance has submitted a report to the principal secretary of the higher education department and has asked him to order a probe to trace the missing vouchers, missing furniture and to detect embezzlement of university funds from 2007-08 to 2012-13.
The V&E probe established prima facie connivance of agencies and officials at various levels in the misappropriation causing huge loss to state exchequer.
The department has sought disciplinary action against Naik, who took over in 2011, alleging that he had allowed execution of works without budget approvals, estimates, technical sanctions, invitation of tenders and agreements, had passed bills without recording in measurement books, made payments without statutory recoveries and allowed purchase of stores and stationary without following finance GO.
Prof. Naik admitted to procedural lapses but said that there was no misappr-opriation of funds. Refut-ing the allegations, he said that the vouchers regarding '1.39 crore were intact and available. He added that the furniture purchased during the former VC’s regime was still in the camp office.
The vigilance report has also recommended disciplinary action against former registrar Prof N.T.K. Naik and former superintendent and assistant registrar M.V. Narayanappa for alle-gedly awarding civil works to fictitious persons using fake or forged quotations.
The probe also found Rao had drawn Rs 1.9 lakh house rent allowance, though he had official accommodation, and Rs 3.51 lakh towards surrendered leave.
The Vigilance report stated: “All the works were awarded on nomination basis. Most of the works were awarded to a benami in the name of P. Aravinda Babu, contractor, using fake or forged quotations. The registration of the co-ntractor had lapsed in August, 2009, but works were awarded in his name till 2012. Signature of the contractors appeared to be forged.”
