BBMP fails to provide the details of the revenue earned and revenue spent to run the BBMP affairs.
Bangalore: The BBMP which is deep in financial imbroglio and pledging properties to raise loans to tide over the crisis has failed to streamline the fund transfer.
The BBMP has miserably failed to provide the details of the revenue earned and revenue spent (fund transfer) to run the BBMP affairs.
Failing to provide details on the fund transfer proves the poor maintenance of funds in the BBMP. This is the inability and failure of Chief Accounts Officer (CAO), alleged RTI activist Krishna.
“When the BBMP pledged KR Market to raise loans from Canara Bank stating that money was required for loan swapping for the cash strapped BBMP. After passing a resolution, the BBMP pledged KR Market to raise Rs. 250 crore loan. Following this, I moved an RTI application to seeking the fund transfer for the last one-and-a-half year,” he said.
Unfortunately, the BBMP which presents the budget of close to Rs. 10,000 crore is dependent on the BBMP finance wing to present the budget.
The CAO office plays a dominant in assisting the BBMP standing committee on Taxation and Finance during the pre-budget meetings in preparing budget.
No, wonder the BBMP’s financial discipline has gone for a toss if the CAO office itself is unable to provide fund transfer for just one-and-a-half years, said Krishna.
The CAO office is suppose to maintain a registry on the funds released from the BBMP for the various works executed. If the fund transfer is maintained adequately it helps curb duplication of bills and released funds for the works undone. This helps improve the financial position of the BBMP, he suggested.
Duplication of works have been bleeding the BBMP financially and leading the civic body to mortgage more properties to raise loans, said Krishna.
Speaking to Deccan Chronicle BBMP joint commissioner finance D. Kiran said that replies to the RTI queries must be given in 30 days. Failing which salary will be deducted from the Public Information Office (PIO).
The information of fund transfer is regularly updated in the CAOs office. It is nothing but the money released for the projects approved by the BBMP commissioner, he said.
