Delimitation may hit key leaders

Scheduled Tribe segments may fall to 11 in Telangana.

Hyderabad: The Election Commission will have to constitute a delimitation commission.

“As per the draft AP Reorganisation Bill 2013 for bifurcation of the state, the EC has to constitute a delimitation commission, publish proposals, invite objections and publish final notification after considering all objections,” a senior election official told this newspaper.

While Clause 26 of the draft Bill contained the procedure for delimitation, the second schedule of the draft Bill did not contain the names of Assembly segments or their number in Telangana in Table A.

It only said: “The detailed particulars regarding the name and extent of the constituencies in each of the districts in the state of Telangana shall be as delimited by the EC”.

Based on the 2011 Census, one Assembly segment in Karimnagar, which is most likely Dharmapuri, will get converted to open category as the number of Scheduled Caste (SC) segments will come down by one from the existing 19.

In Seemandhra region, the number of SC seats will increase in Kurnool, and in all likelihood Allagadda, represented by senior YSRC leader B. Sobha Nagi Reddy, could fall in the SC category.

Changes will be heavy in segments currently reserved for Scheduled Tribes (ST) whose number will fall to 11 from 12 in Telangana and go up from seven to nine in Seemandhra.

The fate of leaders such as Mandava Venkateswara Rao (Nizamabad rural), Kista Reddy (Narayanakhed), and Jaipal Yadav (Kalwakurthy) hangs in the balance as their segments are likely to be converted to ST.

Similarly, ST members Seetakka (Mulugu), Rega Kantha Rao (Pinapaka) and Chandravathi (Wyra), may lose the chance to contest as their segments will be converted to general category.

In Seemandhra, several YSR Congress leaders such as Rajanna Dora (Salur) and Bala Raju (Polavaram) may face problems as the ST status of their constituencies will go.

Other segments, represented by P. Ramakrishna Reddy (Macherla), N. Prasanna Kumar Reddy (Kovur), K. Venkata Prasad (Kadiri) and Bojjala Gopalakrishna Reddy (Srikalahasti) may get converted to ST.
