MLAs to discuss Telangana Bill with President first
Hyderabad: Even before the state legislature discusses the AP Reorganisation Bill, 2013 — the so-called Telangana Bill — to express its opinion, President Pranab Mukherjee will get the 'views' of legislators of both regions in advance.
Seemandhra and Telangana MLAs have decided to express their views and suggestions on the Bill to the President in the form of affidavits.
Mukherjee will return to Delhi at the end of December. The state has time till January 23 to send its opinion to the President.

The Assembly has not been able to discuss the Bill due to constant disruptions though it was tabled on December 16.
Fearing that the second part of the session, beginning January 3, may be a repeat of the current one, Telangana MLAs from all parties barring the CPM have already sent a joint letter to Assembly Speaker Nadendla Manohar stating that they will express their opinion in writing, and that this is to be considered as their views expressed in the Assembly. This, they said, could be forwarded to the Centre.
Legislative Council chairman A. Chakrapani also ruled that members can state their opinion in writing. Seemandhra legislators cutting across party lines have also decided to submit affidavits to the President and Manohar, opposing bifurcation and the T Bill, and demanding that the state be kept unified.
In the case of Telangana MLAs, the political joint action committee will submit affidavits to President.
