President’s communique on Telangana

The Government of India, after extensive consultations with all stakeholders and after consideration.

Hyderabad: The Government of India, after extensive consultations with all stakeholders and after consideration of all aspects relating to the bifurcation of the existing state of Andhra Pradesh and the creation of a new state of Telangana, proposes that a Bill, namely The Andhra Pradesh Reorganisation Bill, 2013, to provide for the formation of the state of Telangana and for matters incidental and connected therewith, should be introduced in Parliament as early as practicable; And as the proposal contained in the Bill affects the area and boundaries of the existing state of Andhra Pradesh as it relates to the formation of the state of Telangana by separation of certain territories from the existing state of Andhra Pradesh; I therefore, in pursuance of the proviso to Article 3 of the Constitution of India, hereby refer the said Bill, that is the Andhra Pradesh Reorganisation Bill, 2013, to the state Legislature of Andhra Pradesh for expressing its views thereon by the twenty-third day of January, 2014.

Hyderabad: A comparison between the Draft Bill approved by the Union Cabinet and the one sent by the President showed no change was made by the President.

The YSRC stepped up its criticism of Kiran Kumar Reddy who according to the party extended full support to the Centre in dividing the state. “His tough posture against division is only for public consumption,” alleged party leader Sobha Nagi Reddy.

The Chief Minister’s bête noire, Pradesh Congress Committee chief Botsa Satyanarayana was away in New Delhi for medical treatment. Ruling Congress members from Seemandhra said that they had been let down by the two leaders.

Telugu Desam chief N. Chandrababu Naidu came late to the Assembly, after the Bill was placed before the House. TD leaders claimed that Naidu was late because he had to attend a marriage in Kadapa the previous night.

There was utter confusion in the morning about holding the Business Advisory Committee meeting to fix a schedule for the debate on the bill. Sources said the Speaker’s office tried to contact the CMO to know the CM’s views on the BAC, but the Chief Minister remained incommunicado.
