Jaya refutes Election Commis­si­on?notice on campaign

Chennai: Chief minister J. Jayala­lithaa on Tuesday vehemently denied that she announced any new sche­mes during poll campaign in Yercaud and insisted that whatever she spoke there only referred to the development sch­emes “already implemented and under implementation” in the state, including Yer­caud, after she assumed charge for the third term.

“I emphatically deny that my speech was in the nature of alluding to different social and infrastructure requirements such as opening of new health centre, etc.

I mentioned in my speech that the requirements for the development of Yercaud constituency have been brought to my notice”, she said early mo­rning in reply to the notice from the Election Commis­si­on of India she received Monday evening on a complaint that she violated model code of conduct by announcing new sche­m­es during her Yercaud cam­p­a­i­­gning on Nov. 28.

Jaya­lalithaa on Tuesday vehemently denied that she announced any new welfare sche­mes during poll campaign in Yercaud and insisted that whatever she spoke there only referred to the development schemes “already implemented and under implementation” in the state, including Yerc­aud, after she assumed ch­arge for the third term.

“I made a general statement that whatever is req­uired for the upliftment of the people in the area would be provided. It would not be correct to link the un­related general statement with the requirem­ents which were brought to my notice,” the chief minister told the EC in her reply. “Hence there was no violation of the model code of conduct,” she insisted.

She also pointed out that the EC notice did not mention the name of the complainant but from the contents of the complaint, it could be presumed that it had been made by the DMK which is a political rival of the AIADMK.

CM said her campaign speech in Tamil had not been correctly reflected in the English translation (with EC). She had not ma­de promise of construction of roads, provision of dr­inking water facilities, etc, so as to attract the model code of conduct.

The EC communication to her “proceeds on the basis of a conjunctive reference to the requirements of the area and assurance to meeting development requirements of the area by the government,” she told the EC, insisting there was no basis for the commission to come to such a conjunctive reference, “which is mere surmise and suspicion and which is inadmissible in law, more so in the case of interpreting the model code of conduct”. She wanted the EC to drop the proposed action pursuant to its show cause notice to her.
