Home Minister Shinde to bring State bifurcation Bill 'very soon'.
Hyderabad: The long drawn out process for the creation of Telangana state seems to be entering a crucial phase with every party and leader saying that the new state will be a reality by the end of December.
Union Home Minister Sushil kumar Shinde who is to pilot the crucial State bifurcation Bill told the media in Mumbai on Sunday that the Bill is being vetted by the Union law ministry and will come before Parliament “very soon”.
“As soon as we receive the Bill from the law ministry it will be placed before the Cabinet for approval. Then it goes to the President and then to the state Legislature,” Shinde said. Journalists who tried to pin him down on whether the Bill will be placed before Parliament in the Winter Session, got a standard reply: “I have already said that very soon we will bring this Bill.”
The Union Cabinet is expected to meet either on December 3 or 4 to approve the Bill.
Everything depends on how long the Cabinet takes to approve the Bill and send it to the President and how long it takes for the President to consider the Bill before sending it to the state Legislature to seek its opinion.
The crucial time frame, though, is the one the President sets for the AP Assembly to express its opinion.
After that the Bill will be introduced in Parliament.
Whether the winter session will be extended further, or a special session of Parliament will be called, or the Bill is deferred to the next Vote on Account budget session in February 2014, remains to be seen.
