The State government has ordered a joint departmental inquiry into charges against Forensic Science Laboratory (FSL) director Dr Mohan and Mr Mudduveeraiah, CAO at the DGP’s office. The government has appointed retired district magistrate A. Krishnappa as the enquiry officer and M.B. Mallikarjuna Swamy (SP at Metropolitan Task Force) as the presenting officer. Dr Mohan was accused of dereliction of duty and misusing his office while clearing the application of Dr Malini S. for the post of assistant director for Forensic Psychology at FSL.
The latter had produced distorted SSLC marks by changing her birth year from 1960 to 1964. Despite the correction made on the original marks card, Dr Mohan, as member of the special committee to select the assistant director, did not inform the other members of the committee. The order said that though Ms Malini was born on May 12, 1960, in the certified SSLC marks card she produced for the interview, it was changed to 1964. The state has also cited the KAT order in December 2009 dismissing Dr Malini’s application. According to preliminary enquiry, to be eligible for the post, Dr Malini had got her marks card attested by her husband Dr B.K. Muralidhar. Both Dr Mohan and Mr Mudduveeraiah, member-secretary of the committee, did not make any attempt to verify the marks card details with the board, but recommended her name for the post. The maximum age for the job was 45 years.
Dr Malini was appointed in FSL in 1999 on contract and her services were not renewed two years ago. The allegations also include dereliction of duty for failing to inform that Dr Malini was also working at Spandana Nursing Home in Rajajinagar. The State government has directed the enquiry officer to submit a report in three months. Dr Mohan also faces a case in Madiwala police station following a complaint by one K. Sreedhar of Mandya, who applied for the post of scientific assistant. The complainant alleged that Dr Mohan and Dr Malini had issued experience certificate to a candidate who eventually got selected.
