Telangana dilemma: Prez rule or SRC

Dec 24: The Centre is believed to be preparing the groundwork to impose President’s rule in the state if the situation deteriorates further.

As a first step, the Centre is said to be searching for a suitable replacement for the Governor, Mr N.D. Tiwari. The Governor heads the state administration in case President’s rule is imposed.

According to sources close to the Chief Minister, Mr K. Rosaiah, the Centre had indicated to him that the process for imposing President’s rule would be taken up very shortly. He was also told that the Union cabinet secretary, Mr K.M. Chandrasekhar, might visit the state to discuss the situation as well as steps to be taken up for restoring order.

In the evening, the Intelligence Bureau joint director, Mr Madan Mohan, who is posted in the city, called on the Chief Minister. The meeting lasted about 20 minutes, sources said.

Sources said the Centre had sounded out the former Kerala chief minister, Mr Oomen Chandy, to replace Mr Tiwari, but he turned down. The state government got an indication that the Centre had been searching for a leader who is not a Governor to replace Mr Tiwari.

However, Congress sources in New Delhi and in Hyderabad said it was too early to contemplate President’s rule. Authoritative sources in the Congress said, “The question of replacing Mr Tiwari or President’s Rule did not arise.” They also dismissed the possibility of constituting a second States Reorganisation Commission.

But other sources said setting up the SRC was an option that the Congress retained to quell the growing disturbances in the state. The announcement of a second SRC will only happen if the situation worsens in Andhra Pradesh, sources maintained. The home ministry is looking at a relatively peaceful week ahead with festivals and the New Year approaching. “We need to see how the situation evolves after the next ten days,” a source said.

The announcement of a new SRC would make way for fresh demands for separate states from Gorkhaland (West Bengal), Bundelkhand, Harit Pradesh (both Uttar Pradesh) and from the North East, which got a fresh lease of life after Mr Chidambaram’s December 9 announcement on Telangana.

Indicating that the process of setting up a second SRC will be time consuming and could take years, official sources said that if the political leadership takes a decision in favour of constituting the SRC, the issue would go to the Union Cabinet which has has to approve it.

A retired Supreme Court or High Court judge could head the Commission which could also have some members. If the authority is set up, it would entertain pleas and counter-pleas of various groups , which are either opposing or favouring a separate state. Besides, the members of the SRC would visit each of the regions whose demands would be taken up for consideration.

The situation turning grim on Thursday in Telangana — the TD leader, Dr Nagam Janardhan Reddy was roughed up amid dozens of incidents of violence — may also force the Centre to speed up the process. Besides, the sports and IT minister, Mr Komatireddy Venkata Reddy, resigned from the Cabinet. He is the first minister to resign after the Telangana turmoil began in the first week of December and this would compel several other ministers from the region also to put in their papers.

The Chief Minister dashed off a letter to Mr Chidambaram to depute a large number of additional forces from neighbouring Karnataka and Tamil Nadu. Sources said he also referred to the local police facing a delicate situation wherein their sincerity is coming under scanner by the pro- and anti Telangana activists.

Reports said that the Centre would be airlifting about 4,000 CRPF personnel into the state. Reports said additional forces had begun moving in from Tamil Nadu.

In Chennai, the additional director-general of police, Mr K. Radhakrishnan, said the Tamil Nadu police had sent five companies of Tamil Nadu Special Police to the state.

The police spokesperson and inspector-general, Ms A.R. Anuradha, said a substantial number of paramilitary forces were being moved into the state and they would be deployed in the city and other vulnerable areas in the Telangana region. Ms Anuradha warned parents against the situation going out of control if their children continue to create trouble on OU campus.”

I keep hearing that this is for political reasons and for the good of few people. I don't understand why everybody separates politicians from common people. They represent the common people. If you dont take the responsibility of electing good people then you suffer for their selfish actions. Why are the politicians in europe or USA better? They take the responsibility of electing the people. Europe has rivers flowing through countries and they dont have problems sharing them. Why? Ask questions the right way. The root cause is not the politicians are selfish, but not to elect selfish. Politicians should be scared that they won't be elected if they dont act for their people. but it won't happen because the intellectuals will never go and vote. Ask KCR or whoever to spend time and money to get the common people educated. There are two cancers in india, population and uneducated. They go hand in hand. Fix it first ...everything else falls in place.

Why are you agitating now? You should agitate when Center and State Govt. present their budget when Telangana is not given equal budget. If you do so, all people in AP will support. We should push politicians to develop the region rather than being puppets to them. When Congress had merged Telangana region with Andhra State to form Andhra Pradesh, there were few people who revolted against it. I am making this statement as Congress was in power from 1956 to 1983. Till then no party got votes close to Congress. This shows the majority of the people are Happy with the Congress and Andhra Pradesh. Even if you see now, Mahakutami failed to get the votes from Telangana. This means only few people who voted for Mahakutami are in favor of Telangana. So where is the majority? Some 30-40% of people in Telangana want a separate state. So how come a separate state be formed?
1.)You are against the Govt. and will remain against the Govt. even if Telangana is formed bcoz its the same politicians who couldn't do anything for Telangana and will not do anything in the future.
2.)Agitation made poor people poor, this is the reality. Lots of people lost their property, state lost taxes, property, poor people lost their livelihood. You people don't bother about that right?
3.)TRS wants to do a Jharkhand. What benefits did Jharkhand got? Only scams. You may say that this will not happen in Telangana state. But I should again say that scams will become reality. Smaller state means Cong, TDP, TRS and MIM all will get few seats, no one will get absolute majority and Telangana will often go to elections where crores of crores of money is spent with hung assembly everytime. There will be horse trading. So will there be development in such cases? The big answer is "NO".
4.)Its a greed/jealousy that you are comparing people from Andhra/Rayalaseema/Telangana. You have inferiority complex. If people strive hard then they can develop any region. Why didn't you agitate when "state budget" is passed? Then you were sleeping? Why are you now protesting?
5.)Why should AP loose its capital city? Why people who invested money in their capital city loose them? Do you think people are mad? Why do you think only Andhra people made money out of Hyderabad? If Andhra people can make money then Telangana people have more opportunity to make money out of Hyderabad.

If the students of Telangana are like this(agitating and irresponsible - burning buses and property), any company would not like to hire such people and no company wants to come forward and invest in Telangana. This is the broad statement that people of Telangana are making from this agitation. Now how will the region develop, if no one wants to come here, there will be no jobs that means more agitations that means no development.
7.)Intellects will not fight for separation. Only fools want to do agitations, destroy property and support politicians for their gains.
8.)Hyderabad was Capital city of Andhra Pradesh and will be, as Kashmir is an integral part of India and will be. Only terrorists and naxalites want to separate it.

1956: Hyderabad state had all facilities and surplus budget. then Andhra state didnt have buildings to conduct Assembly sessions and budget deficit. Then they played a game saying that one state for all Telugu speaking people. after the merger all the money/resources were rerouted. after that many movements happened every time central govt set up a committee and all the recommendations were ignored. this had repeated.
Nagarjunasager: after the merger the location was moved 20 km downwards from proposed site before merger. due to the construction of that dam, Telanagana people lost 100% lands covered by that. water share - 23% Telangana (losing 100% lands), non-telanagana - 77% (without losing even 1 acre of land)..
Godavari water: this river flows through Telangana about 750 km. as per tribunal telangana should get 80% of the godavari waters. in reality we are getting 10% of water and rest is used by non-telanagana.
Now govt is planning another project(polavaram) -- due this project telanagana people will lose lands without getting any water. On the contrary non-Telangana people get 100% of the water.
hyderabad: whoever is invested in hyderabad, they did to make more money. not to do some charity. and nothing will happen to Hyd. It is in and will be in Telangana.
Now when we are fighting for separate state, non-telangana people are using same tactics (one state for Telugu speaking people). if you are intelligent why are you worried about telangana state. you worry about your state. we can take care of our telangana state.
why non-telangana people are worried is if we stay united.
if we get our own state you have no option but to live with less water. then we will see how fertile your lands are. even rseema people are worried about staying with andhra region. whoever is encroached lands in hyd will be brought to justice. we are at the lowest level now. there is only one way to go -- UP.
