Kerala budget session starts today

First Assembly session will also see vote-on-account discussion and voting.

Thiruvananthapuram: The first session of the 14th state Assembly will resume on Friday with the address of the Governor. The revised budget will be presented by Finance Minister T.M. Thomas Isaac on July 8 and the session will continue till July 19. The House had earlier met on June 2 and 3 for the swearing-in of the new members and the election of the Speaker, Mr P. Sreeramakrishnan.

Governor P. Sathasivam will address the session at 9 a.m. on Friday. On Monday, the House will adjourn after making obituary references to former speaker T.S. John. The discussion on the motion of thanks to the Governor's address will be held from June 28 to 30.

The swearing-in of the nominated Anglo-Indian member John Fernandez will be held on June 28 and that of the deputy speaker on June 29. If election to the deputy speaker post is required, it would also be held on that day. There will be no sitting from July 1 to 7 on account of Ramzan.

Dr Thomas Isaac will present the revised budget for the current financial year and vote-on-account at 9 a.m. on July 8. The date of presenting a White Paper has not been announced. The general discussion on the revised budget will be held from July 11 to 13. The discussion and voting on the vote-on-account will be on July 14. The appropriation Bill will be considered on July 18.

Seats will be allotted as per blocks for each party. Chief Minister Pinarayi Vijayan, Opposition Leader Ramesh Chennithala, former chief ministers V.S. Achuthanandan and Oommen Chandy and all parliamentary party leaders, including the lone and maiden BJP legislator, were allotted seats on the front row.

The Opposition may raise issues like the statements of Mr Pinarayi Vijayan on Mullaperiyar dam and Athirapally hydel project, the resignation of Anju Boby George and the stand taken by Health Minister K.K. Shailaja Teacher at the yoga event. The treasury benches may bring up the corruption allegations against the UDF, mainly the controversial decisions taken during the last days by the previous UDF government. The Jisha murder case would be taken up by both the fronts for counter attacks.
