The UGC Regulations 2010 and guidelines framed by the UGC were not followed by the board while issuing the present impugned circular.

The circular was issued only on the basis of regulations of the year 2000 instead of 2010. For the past 5 years, the board has not made proper appointments in accordance with law or following the regulations.

There were so many malpractices and mala fides in the previous appointments of assistant professors and lecturers which have been under challenge before the high court, he pointed out.
